Where's the Federal Money?

From Wednesday's Sun Times:

• One day after summoning police and school officials to a high-level meeting on the 16-year-old's death, Daley said he would ask U.S. Attorney General Eric Holder and Education Secretary Arne Duncan for federal funding to hire more police officers "either dedicated to schools or generally."

Um, correct us if we're wrong, but didn't Shortshanks get a grant for around $13 million this past summer to hire 50 officers? The money was earmarked for three years worth of salaries and the officers had to be hired after 01 July 09. This was shortly after the 45 recruits who graduated today were hired.

So where's the COPS Grant Money? Where are the recruits that should be in the Academy right now? Why is Daley sitting on $13 million that has to be spent by the end of the fiscal year or it goes back to DC?
