Well that can't be - the orders for Winter Operations state that unused Department vehicles must be started at least once during a 24-hour period and run for 10 minutes so as to ensure proper function. Especially in the case of bone-numbing cold on tap for the next week or so. Leaving the superintendent's car covered in snow would seem to be a no-no.
Hopefully he's seeking out a retirement locale for next February.
