Honestly, Shortshanks must have discovered a wormhole in the space-time continuum and he's spending time between both worlds:

• Mayor Richard Daley said today that his administration has taken sufficient steps to reform its hiring to end federal court oversight of its personnel practices.
  
  City Hall's top lawyer told aldermen this week that she planned to tell a federal judge the city is now in "substantial compliance" with the decades-old Shakman decree, the legal threshold for ending court control.
  
  Speaking today after the city's annual Landscape Awards ceremony at the Garfield Park Conservatory, the mayor said his administration has done enough to overhaul the hiring process to warrant stopping the federal involvement.

He'll probably get the feds off his back since his guy is in the White House.
