If you click the image, you ought to be able to see the letter on City stationery from Aldercreature Ed Smith to J-Failure. Here are the last two lines:

• I will not take the responsibility for ridding the streets of drugs in the 28th Ward, that's the job of the police and I expect the police to do their job.
  
  My next communication is going to the press, so I am warning you.

Warning J-Failure of what, Ed? You are a member of an august body that has had 50% of its members go to prison in the past decades. You vote on all sorts of fee and tax increases, yet fail to hold the one person responsible who could authorize Police Department hiring to full strength. You take a 6% pay hike for yourself, 5% for your staffers, jack up your "discretionary" fund to $1.3 million per year, yet let the Police languish for 3 YEARS without a contract or pay hike.

You'd be doing us some favors by going down this path though, not the least of which would be embarrassing Shortshanks. You go blame anyone you want to Ed, anyone except the face looking back at you from the mirror.
