Percentage of 7th and 8th period furloughs to be either canceled/pushed back - this dirty little secret agreed to by FOP and effective when the arbitrator returns with his decisions on or before 22 Apr 10.
Officers with 7A, 7B, 8A, 8B, Full 7 or Full 8 segments will have the opportunity to work their furloughs for time-and-a-half in their district of assignment and on their current watch. Beat car assignments only - no additional manpower will be allowed to work the desk or lock-up. Number of officers per district/watch is still being worked out, and will go by seniority. RDO's during furlough segment cannot be worked. Personnel assigned to units and wishing to participate in this initiative will have a "wish list" of their three (3) top districts to work. In the unlikely event that not enough P.O.'s sign-up for this initiative, reverse seniority will be implemented to fulfill manpower needs as determined by the Policy Group.
If successful, this program may be offered for other furlough segments, depending on crime statistics and trends. At minimum, look for this to at least be implemented in the summer months until an arbitrary number of code 9161's can be agreed upon
We know there are a couple thousand people who would be more than willing to work a few days of their furlough for time-and-a-half in their home districts on their watches. There are days when there aren't baseball games with the kids, trips to the zoo or just days away from the to-do list and make some OT.
And this makes some sense seeing as how almost 110 people are leaving on 15 April and there are an additional 80 to 90 people scheduled to go before November. If we're going to be shorthanded, might as well make Daley pay for it.
