Does everyone remember when J-Fled came to town? He was just a little J-Fed then, but he didn't hesitate in making some serious errors.
First, he dismissed a while bunch of exempts. He told them their services weren't needed any more. So the exempts said, "OK, where do we go tomorrow?" J-Fled was amazed to find out that there was such a thing as "career service rank" that the exempts had to be returned to so they could continue to be the police.
Then there were the times when he and his contract-ignorant staff issued orders and directives that had to be rescinded days later when it was explained that there was a contract in effect that forbade certain things without speaking to the FOP.
Now, as Shaved points out in a post, the mere fact that the Department called people at home on their off hours and canceled their days off, then recalled a bunch of them and canceled the cancellations, entitles you to fill out a Time Due slip for OT. The city will probably end up fighting this and the FOP should grieve it (and win), but it shows once again, the inability of this department administration to operate within the bounds of the contract. The cost of keeping the peace this weekend is going to be astronomical - and this is an event that had been running smoothly for years, even decades.
